The last time anyone saw five-year-old Oakley Carlson was in February 2021. She was reported missing in December 2021. Her parents, Jordan Bowers and Andrew Carlson, are considered persons of interest in her disappearance. Oakley was declared legally dead in July 2025.
Oakley was removed from her parents' care before her first birthday. On September 22, 2017, she was placed with foster parents and teachers Jamie Jo and Erik Hiles.
In July 2018, Andrew attacked Jordan and was arrested on domestic violence charges. He was ordered to complete the recommended treatment.
In August 2018, the Washington State Department of Children, Youth and Families (DCYF) petitioned to end the parents' rights because they weren't making any progress toward reunification. Andrew had started a treatment program but was discharged for being noncompliant in May 2019.
The Hiles family wanted to adopt Oakley. In the meantime, Oakley's parents were allowed to have supervised visits with her. After one of these visits, in March 2019, Oakley returned to the Hiles' house with scratches on her face, and her diaper hadn't been changed at all. Jamie Jo reported the incident, but no action was taken.
In September 2019, DCYF informed the Hiles family that Oakley was no longer up for adoption. She would return to her biological parents in January 2020. The Hiles family tried to bring up their concerns, but they were dismissed by the caseworker.
Unsupervised visits with the biological parents soon began, and Oakley came back to the Hiles' house saying that she had stayed too long several times.
After one visit, Oakley said that she had been allowed to play a game on Andrew's phone and that Jordan had become angry and hit Andrew.
Jamie Jo emailed the social worker about her concerns regarding domestic violence but was told that Oakley would actually return to her parents sooner than originally planned.

On November 19, 2019, Oakley went back to Jordan and Andrew. The Hiles family had no contact with Oakley afterward because they didn't want to confuse her.
In December 2020, Oakley visited her paternal grandparents for Christmas. They noted that her face looked sunken and had scratches and sores on it. In January 2021, Jamie Jo saw a photo of Oakley, who did not look well.
When Andrew's mother refused to report her concerns, Jamie Jo contacted the local police chief and asked for a welfare check. Again, she was dismissed because she hadn't seen any abuse herself.
On November 6, 2021, at 4:54 p.m., Andrew called 911 to report a fire in the home. He said the fire started when Oakley got hold of a cigarette lighter and lit the couch. Fire marshals examined the scene and determined that the fire had started in the microwave in the kitchen.
The principal of Oakville Elementary School, Jessica Swift, began visiting the family after the fire to offer supplies and support. She noticed that Oakley was never around, although her other siblings were. Each time she asked about Oakley, she was given a different answer.
On December 4, she reported Oakley missing after Oakley's sister said that Oakley was no more and that there was no Oakley.
According to court documents, Oakley's mom told her sister that Oakley "had gone out into the woods and had been eaten by wolves."
A couple of days later, police officers showed up at the house and asked where Oakley was. Jordan and Andrew both said that she was with her grandparents.
Officers called the grandparents, who said they hadn't seen Oakley in a year. Jordan and Andrew were arrested for obstructing a police officer and for suspicion of manslaughter.
Investigators searched the Carlson home and did not find any of Oakley's belongings. They discovered a bloody handprint on a wall in the hallway and blood spatter around and on the front door.
Oakley's sister told detectives that they weren't allowed to talk about Oakley and that Oakley had gone out into the woods and was eaten by wolves. Oakley's brother claimed that Oakley had been put in a closet under the stairs.
On December 9, 2021, Jordan and Andrew were charged with abandonment of a dependent person in the second degree for letting Oakley's sister go 15 months without her medication.
In January 2022, they were charged with child endangerment with a controlled substance after Oakley's siblings provided hair samples and high levels of methamphetamine were found.
On February 7, 2022, both parents pleaded not guilty to two counts of endangerment with a controlled substance. Andrew was later convicted and received 12 months in jail.
Jordan was sentenced to 20 months because she had five prior felony convictions. Following her release in 2023, she was arrested on identity theft charges in a separate case and was sentenced to 43 months in prison.
The police are currently working with prosecutors on a potential homicide case regarding Oakley.
